Expert private care across Wales and England

Seren Healthcare Solutions provides home care services, nurse-led complex care and specialist staffing in two nations, each governed by its own regulatory framework, and each delivered to the same uncompromising standard.

Two nations, two regulatory frameworks, one standard of care

Seren Healthcare Solutions operates across both Wales and England, and we are proud to be fully regulated in both. Regulation is not the same on each side of the border, and understanding the difference matters both for the people we care for and for the professionals and organisations who commission our services.

In Wales, our home care services are registered with and inspected by Care Inspectorate Wales (CIW). In England, we are registered with the Care Quality Commission (CQC) and hold additional registrations that extend our service capability significantly.

Below we set out clearly what Seren provides in each nation, how it is governed, and what that means for you or your loved one.

Care in Wales

Regulated by Care Inspectorate Wales (CIW)

Regulatory Body

Care Inspectorate Wales (CIW)

CIW is the independent regulator of social care and childcare in Wales, operating under the Regulation and Inspection of Social Care (Wales) Act 2016. From April 2025, CIW publishes inspection ratings for all home care and domiciliary support services in Wales, like the CQC rating system in England.

Legislation

Social Services and Well-being (Wales) Act 2014

Welsh social care law places a stronger emphasis on well-being, co-production and preventative care than English legislation, using a rights-based approach that aligns closely with Seren's person-centred values. Care workers in Wales must also register with Social Care Wales.

Current Locations

Newport, Barry, Monmouthshire, Torfaen, Caerphilly and Cardiff

Seren Healthcare currently has an operational presence in Newport, Barry and Monmouthshire, with dedicated managers in each area. Newport is the founding base and home of our clinical leadership team.

Services in Wales

In Wales we provide the full range of home help care services: visiting care, live-in care, respite care, complex physical and mental health care, supported living and specialist care for individuals with learning disabilities. All home carers are nurse-led and trained to Seren's standard.

Care in England

Regulated by the Care Quality Commission (CQC) · Also registered TDDI

Regulatory Body

Care Quality Commission (CQC)

The CQC is the independent regulator of health and adult social care in England. Seren is fully CQC-registered in England, covering domiciliary care, supported living and complex care. The CQC inspects against five key questions: Safe, Effective, Caring, Responsive and Well-led.

TDDI Registration

Registered to support minors (TDDI Registered)

In England, Seren holds TDDI registration and is registered to provide care for minors. This significant capability is particularly important for complex compensation-funded packages involving children and young people.

Supported Living

Tenanted accommodation and community integration

In England, Seren provides care in its own tenanted properties, offering supported living in fully accessible, community-integrated homes. Properties are chosen for quiet locations with good transport links and access to local shops, services and community life.

Services in England

Across England, Seren provides the full care portfolio and is registered to offer care to under-sixteens: visiting home care, live-in care, respite care, complex care, supported living and specialist support for children, young people and adults with complex needs, including care funded through personal injury compensation packages.

Questions families ask us most

Does the care I receive differ depending on whether I am in Wales or England?

The regulatory framework and legislation differ — CIW in Wales, CQC in England — but Seren's clinical standard, staff quality and service model are consistent across both nations. Where services differ, it is because of genuine capability differences: in England, for instance, we hold TDDI registration and are registered to support minors, which extends our range of services beyond what we currently offer in Wales. We are always transparent about what is available where.

What is the difference between CIW and CQC regulation?

Both are independent regulators that inspect, rate and take action on care services — but they operate under different legislation and have a different focus. CIW operates under Welsh law and has a strong emphasis on well-being, co-production and improvement. The CQC operates under English law with a broader scope covering health services as well as social care. From April 2025, CIW introduced a published rating system similar to CQC's — covering Safe, Effective, Caring, Responsive and Well-led criteria.

Can Seren support someone in England who is moving from Wales — or vice versa?

Yes. Because we operate in both nations with separate regulatory registrations, we can manage transitions and provide continuity of care across the border. This is particularly valuable for individuals with complex needs or compensation-funded care packages. Contact our team to discuss your specific situation and we will advise on the right approach.

How do I find home help near me through Seren in my area?

Call us on 01633 526 711 or send an enquiry. Our team will confirm whether we have coverage in your area — in Wales across Newport, Barry and Monmouthshire, and in England across Gloucestershire and surrounding areas. If you are outside our current geography, we can discuss what options are available, including our franchise network which is expanding nationally.
